Issues Associated with Applying Conditional Mean Spectra (CMS) to the Selection and Scaling of Design Ground Motions

The Consortium of Organizations for Strong-Motion Observation Systems (COSMOS) will be holding its Annual Meeting and Technical Session at the Clarion Hotel San Francisco Airport located in Millbrae, California, on Friday, November 19th. The Clarion Hotel is conveniently located one mile south of the San Francisco Airport adjacent to Highway 101 at the Millbrae exit. There is an Airport Shuttle that is shared with the adjacent Westin Hotel. It is also an easy three-block walk from the Millbrae BART and AMTRAK station. This year's Technical Session is again being co-sponsored by the Pacific Earthquake Engineering Center (PEER) and the California Geological Survey (CGS). Registration will begin at 7:30 AM (with coffee and pastries). The Technical Session itself will begin promptly at 8:30 AM, followed by a lunch break at 11:45 AM. The COSMOS Annual Meeting will start at 12:15 PM and adjourn by 1:15 PM. The Technical Session will reconvene at 1:30 PM and end at 5:00 PM. As in previous years, a no-host cocktail hour and poster session will follow.
The title of the 2010 Technical Session is: "Issues Associated with Applying Conditional Mean Spectra (CMS) to the Selection and Scaling of Design Ground Motions" (PDF file - 33 KB); CMS is currently being considered for use on new projects. This Technical Session will provide a background on CMS and issues associated on projects, along with some examples. Also, as special added feature, presentations will be made on the measured ground motions from the 2010 Chile and New Zealand Earthquakes.
The program will begin with Norm Abrahamson providing a brief summary of conclusions from previous COSMOS Technical Sessions on the selection and scaling procedures for current building code and performance-based earthquake engineering. Presentations will then made by Jack Baker, Norm Abrahamson, and Youseff Hashash on a Review of Conditional Mean Spectra and How to Use It. Following the morning break, presentations will be made by Ting Lin (a graduate student of Jack Baker), Nick Gregor, and Anil Chopra/Erol Kalkan on Practical Issues for Computing CMS. There will then be a lunch break followed by the COSMOS Annual Business Meeting. The program will resume at 1:30 PM with presentations by Mehmet Celebi and Dave Boore of the USGS on the measured ground motions from the 2010 Chile and New Zealand Earthquakes. The CMS program will then resume with presentations by Linda Al Atik and Jack Backer on the subject of Condition Spectra (CS) for Risk Analysis. After a short afternoon break, the program will resume with presentations by Nick Gregor and Norm Abrahamson on examples of using CMS and CS on projects. After these presentations, the CMS presenters will also serve on a panel along with selected others to discuss (along with session participants) whether CMS and/or CS should be used and whether it should be allowed in projects using the IBC/ASCE 7. As usual, it is expected to be a lively discussion.
Registration fees are $160 for COSMOS and PEER members and $200 for nonmembers; this includes both lunch and refreshments. There is also a special reduced student rate of $40.
